However, the error message still said NG+ DLC is missing. Instead I disabled the NG+ DLC, ran the game and then reinstalled it. Now, I didn't try reinstalling every single DLC since my Internet connection is garbage. Changed every DLC in ttings to disabled, ran the game and enabled again - again, no result.
Deleted User.Settings and had the game restore it, no result. I already tried verifying game files, no result.
However, in the game files all of the DLCs are still their and in steam the boxes next to them are still checked. When I am trying to load a save I am getting the aforementioned error message, below are listed ALL of the DLCs I had installed at that point, including B&W. When I load the game I don't get the B&W background but the vanilla one. As strange as it may sound, but my DLC have completely vanished.
